With the continued tightening of public sector finances, a well prepared business case is essential to enable evidence based decisions and optimise public value from spending proposals as well as meeting exacting standards demanded by funding and approval bodies.

To explore and discuss what makes a “Better Business Case” Apira are co-hosting the event with Stefan Sanchez and Alan Brown from Value People Ltd.

Value People are subject matter experts in development and delivery of Better Business Cases using the best practice HM Treasury Five Case Model and have recently been commissioned by Ashgate Publishing to write the first book about the methodology.  They have recently completed a range of business cases in the public sector spanning healthcare and education and are currently supporting development of NHS data service improvement business cases for the Health and Social Care Information Centre.

Apira have recently completed a Business Case for an Electronic Document Management solution for a collaborative of Trusts in Surrey.  The case was approved by the Trusts; HSCIC; the Department of Health and the Cabinet Office and received £10.6m of central funding in support of supplier costs.

What will be the agenda?

The first session will be a short presentation to provide an overview of the approach, but the rest of the morning/afternoon will be tailored to meet the needs of the group.

  • How to develop options using the ‘Options Framework’ which lies at the heart of any compliant and successful business case
  • The treatment of benefits and risks in a business case
  • When should you use a business case? (programmes and projects)
  • Stages of business case development
  • Scrutiny and approvals processes

This free event will be held at Golden Cross House, Duncannon Street WC2N 4JF on Thursday 26 November between 11am and 4pm.

How often will it meet?

Subject to interest and feedback from attendees, we propose to develop the London Business Case Network and hold three further meetings in 2016 where we will focus on ‘hot topics’ such as the development of Economic and Financial appraisals for moving to Paperless operation in the NHS and integration/ interoperability cases.

Directors and Senior Managers responsible for ICT Investment decisions including CIOs; CCIOs and Finance Directors and others leading on capital investment programmes.
